Oscillating NTSC video

Hi,
What would cause isolated jerky like movements (almost like vibrating) to a certain portion of a video image? Like in a group shot of several people, one head would oscilate. Or in another, a hand or an arm. These were captured from a Sony DV8 as 720x480 avi's but were originally taken with the camera as a still shot. This does not happen to every clip, just some of them. On the computer the rendered video looks great, but once it is "printed to tape" and played on a NTSC monitor I get these isolated oscilating movements. Is there a remedy, like changing a setting in the clip properties, to say progrssive scan instead of lower field first, or do I need to re-capture these shots as stills in the first place? Like I said, the odd thing is it does not happen to all of the clips, maybe 20%-25% of them.

This sounds like some sort of interlace jitter where the subject moved slightly between one field and the next so that when you view the frame, you're seeing that movement. Could you try de-interlacing the shot which would reduce the resolution slightly but eliminate the jitter if that is what the problem is?

When you say, "de-interlace the shot", is this something I can do with the clip properties( like choosing progresive scan instead of the current lower field first )? Or do I need to recapture the clip in progressive scan mode?
