Got this from the Digital FAQ:

"If you have AC3filter installed in Windows, you'll notice that you still cannot open an AC3 file inside Sound Forge.

filename.ac3 does not work
However, if you open the video file in VirtualDub, and then File > Save WAV while the audio setting under Audio is set to Direct Stream Copy, and the name your new file to

filename.ac3.wav, it does work!

I have NOT done this myself - this was just a quick search result.

Vegas will not open a raw ac3 audio file.... probably has something to do with licensing. BUT.... it will open a video that contains a ac3 file.

Take the ac3 file and use TSmuxeR (free download) and mux it over to a M2TS file with any dummy video file (mpv, m2v, avc, m2ts) of the same length or larger.... this file should then open in vegas along with all the ac3 tracks.

Here is a another way. Rename .ac3 to .vob and drag and drop on the timeline in VP 10.
