OT: Batch format to change multiple file names?

Anyone know of a tool to change a bunch of similar file names to another similar name - that works on WinXP?
Something like the old DOS batch files:
COPY filename10fps?????.png filename5fps?????.png

Why use something like old DOS batch files when you could run old DOS batch files? ;-)

Start > Run > CMD

I haven't used batch files for 20 years - just assumed they went out with DOS.
