Okay, I found part of my answer (I think):

For 4:3 the image size would be 720 x 528

For 16:9 the image size would be 960 x 528

Would that be using 72 pixels per inch or higher?

How about right here?

NTSC: 654.545454x480 (either 654 or 655 works fine)
PAL: 787x576

You may also use any multiples of those.

Pixels per inch means absolutely nothing in video. Ignore it. Forget about it. It just doesn't figure into the equation at all.
