I recently downloaded this conversion utility and found it quite useful.

HCEnc, QuEnc is used for encoding.
I used it to convert an HD video in the .mkv format into an Mpeg2 standard DVD and it looked great. Took around four hours for a two-pass, but the results were worth it. Output can be either PAL or NTSC and most of the work is automated.
Haven't tried any other conversions yet, but thought some of you may want to try it. Most seem to be using it to convert avi files to DVD, but it does a lot more than that.
