Not that I'm aware of...and I've been a graphics/web designer for like 7 years now. I think there are some very sophisticated programs on the market now that will make a small graphics image bigger than it's starting size, but I haven't looked into them. Last I heard it was quite expensive and difficult. And if it's animated you'd have to do whatever process you do for every frame and then put it back together.
