What I am looking for is the inverse of this one. Something that will turn Vinyl recordings into CD quality! (Sorry, couldn't resist.)

With Izotope Rx, you could achieve a pretty danged close facsimile of CD quality.

There is no better audio restoration software on the planet than Izotope RX. I have taken some horribly deteriorated, well-played vinyl records and made them quite listenable, almost CD quality.

When installing it, make sure you put it in the right VST folder as it defaults to a location of its own choosing. I changed the path to a VST folder I created and it works fine for me.

Works here. It will show up as a VST plugin. By default Izotope installs the 64bit plug-ins in the folder Program Files\Steiinberg\VstPlugins. You may have to move them to your default VST folder that you are using for Vegas or add that folder in your Preferences in the VST Effects tab.

ah yes, never realize that iZotope Nectar Elements was also missing... Looks like I accidentally messed up the configuration setting.
Added Steinberg\VSTplugins folder and done.

iZotope 'Vinyl' has been free since the iZotope's beginnings. The 64 bit version is new.
