Not too sure about the accuracy of this information but Power Goo was sold to Corel in the late 90's. From what I understand neither Corel not Meta Creations, the original creator of Power Goo, offered no support whatsoever and unfortunately Power Goo didn't work properly in anything above Windows 95.
Over the years I tried to find updated drivers and a few years ago found a driver that enabled it to work in W98. Just recently I dusted the cobwebs off my copy of Power Goo but it just wouldn't run in XP Pro.
Kai Krause was one of the truly original, crazy geniuses of the software world. I remember seeing him demonstrate one of his new creations ten years ago at Demo '98. At that time, however, he was already at the end of his creative run.
His user interfaces were always confoundingly original -- always designed to please himself, and the user be damned. However, despite that, the code he wrote was brilliantly efficient, and the results unparalleled.
I think Power Goo was, perhaps, his signature piece.

Yes, that's it. Devilish, good fun. Like putting the mustache on the picture of your teacher, only lots cooler. You'll have to Google it or look on the Corel site to see if there is still a version available. I'm sure any of the old versions will work on XP.
I own Kai's power show. I have not used it in years but I really liked what it allowed you to do- way above and beyond powerpoint. I could not get the stand alone player to ever work though so I could not share it with anyone unless I first exported it to video (via a piece of hardware).
Wow, this takes me back a bit. I used quite a few "Kai" tools years ago. My favorite, I think it was "Power Tools 2", did not work with anything newer than Windows 3.11, too bad.
Speaking of, I recently found a copy of DOS 6 and Windows 3.11, wonder what would happen if I tried to load them on a current machine? Not gonna try, although I do miss the days of "tweaking" DOS and Windows (loading into high memory, defining extended and expanded memory, telling video drivers what addresses to use etc) That was fun!
"Goo" is very similar to Photoshop's "liquify".
