OT: Painting On Video

What do you folks use to make video look like a painting - Corel Painter? Photoshop? How difficult is to to do?

oil/ arcylic/watercolor etc

1. Export as image sequence.

2. Apply (using your photo editor's batch facility) the effect you want to each frame.

3. Import as image sequence.

It's actually one of the easiest things you can possibly do. Any effect you can apply with your photo editor can be used.
