Best I've found is Smartsound.
I have Cinescore and most of the theme packs however Smartsound is more client friendly. Smartsound doesn't exactly "work" in Vegas however their multilayered music can be rendered as tracks and mixed in Vegas. To save time I usually use SFPro's Mood Mapping. They have plenty of 'dramatic' music and bumpers and some good specials and of course SFPro creates the music to "fit" your video.
