OT Windows annoyance?

This has been driving me nuts for some time and I can't figure it out.

Using XP Pro... I have a shortcut to Microsoft's Internet Explorer (the browser) on the desktop. Normally, I click it and bingo I can go to whatever web site I want. I have several shortcuts to specific pages like this one also as shortcuts on my desktop. All fairly basic stuff.

The question is WHY sometimes I can click on any of the Explorer shortcuts, it opens a second instance of the browser and sometimes is doesen't instead overiding the instance already open or sometimes it starts to build a list where one instance of the browser can have a little icon on the Task bar that offers a selection of all the sites I just visited all without using the back button. Is it just me or have others seen this and how come it happens sometimes and others not.

It usually happens with two mouse clicks that are very fast like two 1/32 notes in stacato fashion. IMO it is related to an install that didn't go to well but yet it looked ok. Might try using the standard mouse double click setting. That is if yours is set for fast action.
