Have you never done zooming and/or panning of a still image?
It's been called the Ken Burns Effect where stills have motion.

I use stillmotion every week in the preparation of our "announcement video" at church. This is the greatest thing since sliced bread! Ok, maybe I exaggerate a little... It is the one thing I bought and added to Vegas I can honestly say I use all the time. A bargain at any price..
