PAL DV = 4:2:0 and PAL NTSC = 4:1:1, is that correct ?

I think you mean:

PAL DV = 4:2:0
NTSC DV = 4:1:1

there is no such thing as PAL NTSC... that is an oxymoron ;)

True. NTSC DV chroma subsamples horizontally only, PAL DV does so horizontally (half as much as NTSC) and also vertically (which is tricky, with interlacing, it actually skips a line). Although you'd think 4:2:0 would be better, it has it's own problems.
