Pan Cpopping Question

I don't seem to be able to "grab" a still photo in the same way as one can grab a video and pan/crop it - seems to be some sort of "layer" on top??

Click on the Pan/Crop button on the still to open the Pan/Crop window. Now right-click the picture in the pan/crop window and choose "Match Output Aspect". It should now do what you want.
