Pan/Crop - locked rotation

Somehow I must have locked the rotation. How can get it back to where I can freely move it in all directions? Thanks.

Geez, I feel stupid. I did click on it but saw the horizontal, vertical and then a diagonal which I never noticed before which is the free movement one. Thanks.
