PC resources not being utilized well by Vegas

I bought a new, fairly beefy workstation. It wasn't playing back the Vegas timeline w/effects very impressively at all. My brother came over, we saw that it wasn't making good use of the computer's beefy resources, he tweaked different settings in Windows and Vegas and got it working beautifully. Was quite impressive. But I had to get the computer replaced with the exact same model -all components exactly the same. The new system is having the same issues, where Vegas doesn't seem to be making good use of it's resources at all. My brother came over and we tried tweaking things as before, but this time no luck. Any ideas of what we could try?

Dell Precision 7820 Tower
Intel Xeon Gold 5220R CPU @2.20GHz, 2195 Mhz, 24 Cores, 48 Logical procs.
Windows 10 Pro for Workstations
64GB memory
Solid State drive via USB3
NVidia P2200 Graphics card

Is there a site with any common PC tuning tips for Vegas? The footage I'm trying to play is .MXF UHD footage from a Sony FX6. Is there some codec package I should install that'll allow me to play it more efficiently or something? I can see and work with the video, so my thought is it's not a codec issue, but maybe I'm wrong?
 

We ran multiple 3D benchmark tests and all were fine, but VP continues to perform poorly with this footage even though we enabled GPU acceleration. The FX6 footage doesn't seem to make any use of the graphics card -had really low utilization overall (no cores being pegged, disk utilization was low. We tested the hard drive/cable/port and it seems fine.

If you really don't know about PComputer, then this purchase was your fantasy or the seller is a fraud.

I'm not expert. But I see it's a server machine, not for NLEs.

There's no miracle from such hardware, never.

For 4K (UHD), the minimum clock speed for the CPU is 3.0 GHz, but the base clock speed of the Xenon Gold 5220R is 2.2 GHz, well below the 3.0 GHz. And is even below the 2.5 GHz clock speed needed for HD.

About 15 months ago when I was exploring the options for a new computer, I looked at both Dell and HP workstations but soon dismissed them because by the time they were optioned up to meet minimum Vegas Pro specs for 4K, the purchase cost was such that $$$$ needed could have instead bought a decent small car.

With the Xenon Gold 5220R, it seems that the clock speed can be turbo boosted up to 4.0 GHz. I wonder if the tweaking with first computer included boosting the clock speed but that might not have been done with the replacement computer.

Good question about when the CPU runs at boost frequencies- is it tied to # of cores in use at a time, heat or something else?

Some formats will decode poorly no matter what hardware you use, unfortunately. This is partly due to VEGAS' shortcomings (some codecs that can be GPU accelerated still are not yet supported in VEGAS, like 10 bit HEVC), and partly due to the fact that some codecs cannot be decoded by the GPU no matter what card you are using, and they don't decode well on a CPU either. AVC 10 bit 4:2:2 is a good example, VEGAS struggles to decode those files from my Panasonic S1s on the CPU, but there isn't a GPU on the market that can currently decode that format.

Some of these things will be fixed in time with VEGAS further improving its speed and efficiency when decoding, other things we'll have to wait for hardware to launch that supports decoding it.

MXF is a container format, meaning it can contain a number of different codecs within it. If you run mediainfo on one of those files, it will tell you what codec it is recording in, and that might give us an idea of what will be required to make it decode faster, if there is any way to do so.

CPU seems fine for video editing, I think GPU is ok also, not ok for a Davinci Resolve but quite usable for Vegas Pro

Here is the codec that's giving me trouble. I haven't experimented with many other codecs yet. I'm pretty sure I was using this same codec with the previous (matching) machine and it was handling it amazingly ...though I could be wrong and it could've been a different codec.

Here is the old computer doing the exact same thing with the same project, same preferences, same external hard drive, but playing at Best quality. For some reason Vegas makes better use of the CPU in this one. Still has problems with GPU acceleration (starts working, but drops off), but it works well enough to edit. The New computer has CPU overclocked to 4.0GHz but it's only getting 13% CPU usage for some reason, while this one has far less cores (Intel Core i9-9900K @3.6GHz, 3601Mhz, 8 cores, 16 logical procs, overclocked to 4.5Ghz I think) and it's getting around 40% CPU usage.

For a low frame rate 4K AVC MXF It should work as it is, should also work well as a re-wrapped MP4 with GPU decoding. With that CPU either formats should be fine

Thanks fr0sty. For what it's worth, Premiere handles it beautifully on the same (new) machine.
It would also be good to know why Vegas is not making good use of the CPU with this codec.

Thank you for doing this @john_dennis. Will Happy Otter Scripts allow you to rewrap in batch? How long does it take to rewrap? So your test shows that this codec, even after rewrapping doesn't make as good of use of the CPU and GPU as MagicYUV? ..or am I missing something?

First thing to note is that the file you demonstrated and has the problems with is not the same as you uploaded, 24fps vs 60fps, But when looking at the 60fps file it plays fine as an mxf and as a .mov. I would suggest you rewrap as .mov as opposed to mp4, as .mov will allow your multiple audio tracks. Use the free transcoder ShutterEncoder https://www.shutterencoder.com/en/

Use rewrap option and choose .mov as output option.I'm not fully convinced this will fix the problem for you, as your CPU use is quite low due to how powerful CPU is, .MOV will use GPU decoder to take some stress of your CPU, but it's not like Vegas is using a lot of CPU. Rewrapping only takes a couple of seconds as it's not re-encoding your file

This is great. Thank you so much @Former user. My project is at 24fps, but both the clip I sent and the clip I used for my test are 60p UHD in the same XAVC-L codec with .MXF wrapper. I'll try it and see. I hope I didn't just waste my money buying a PC that isn't used well by Vegas. Should I try to return it?

Until something happens at Magix with the decoding, I'd be prone to use MagicYUV RGB. Customize a template for FHD-59.94p and use Happy Otter Scripts/Proxy Assist to create proxies. For MagicYUV RGB you'll need fast disks. Your USB may not be fast enough or may have high latency with those I/O rates.

I would return the Xeon machine and get one with 8-10 cores that run at a higher clock rate.

I had a similar issue with Canon video in an MXF wrapper in 2017. The result was one of the reasons I didn't buy a Canon XC15 and finally bought a Sony RX10-IV.

Did you try Todd's rewrapping advice first?

Did you determine if your camera can output other formats than MXF with the features/settings you need?
