No. There is no direct audio waveform editing paradigm in Vegas.

the sound forge that came free with vegas10 has pencil.
to make a non destructive edit from vegas,
right mouse 'create subclip' on audio object,
or on a small cut selection where you want to edit,
right mouse 'open copy in audio editor' that you have already assigned to open forge,
pencil there and when you save it will update in vegas.
you can leave the forge copy open and edit and update as you need

According to the manual AS10 has the Pencil tool... so I would assume the earlier versions of AS also have it. Assign AS as your "Preferred Audio Editor" in Vegas and Bob's your uncle.
