Your drive speed may be 5400 which would limit your playback track count and overall performance. If its 7200 (minimum recommendation) then check and see how many plugins you're using, especially CPU demanding ones like verbs and compressors. Also, if you're wanting to run a lot of tracks, you probably need to use 2 drives – one for the OS and one for data. Boosting your ram to a gig might help, but if everything else is in order, you should be able to playback more than 20 tracks with 512.

another thing that helps:

If you are using lots of plugins Per Channel, try using busses or EFX busses to group things like reverb, delay and compression. I think the busses will use less power than running multiple instances of your effects on individual tracks.

My computer is an AMD XP running at 1.5mhz with 512mb ram, NOT a speed demon, and i have had no troubles up to 30 tracks.

Also...when you are sure you are done with all adjustments and effects on a particular track, you can render it to a new track which will cut down on power needed for that track.
AFter you render it, you will need to remove the original track from the session and add the rendered version. If it were me, I would save the whole veg file with a new name after the change in case you change your mind about the mix.
