Playback rate speed cannot be exactly adjusted

Hello,
I have Vegas Movie Studio 4.0a (build 48)

Really difficult to get two video clips to the same playback rate.
If I want to have the playback rate add in manually (Video Event Properties/General tab)
bigger than 1.000 then it will not work.
But, if I want to have the playback rate smaller than 1.000 so it operate wery well

Customer Service Response:

"If you double-left-click into this field, you are able then type in the numbers that you would like
updated. From the looks of your video file, it appears that the center button (between the Up
arrown and Down arrow) is being activated when you let go of the mouse button. Try
double-clicking on the actual numbers and then manually typing in the playback rate you want,
like "1.550", then hitting "Enter".

I double-left-click, one-click, on the right-click, "painted the numbers blue" press the tiny

button up etc...I have activated/"not activated" alternately, together and separately Mute, Lock,
Loop, Maintain aspect ratio button ...it does not operate.

On the other hand...I re-installed Screenblast Movie Studio 3.0a (build 100) and I tried both in it
(add manually playback rate slow and quick) and both operate WERY WELL

I do not understand !? (bad English language skill) or what is in it ?...bug ?
Look the example: (0.9Mb)

I don't know if this is significant at all, but i do notice that your "country specific number formatting" is different between the two programs. In version 3 there is a "," (comma) between the units and the fractional digits. In version 4 there is a "." (period) there. I'm assuming that in your country you normally use the comma to separate units and fractional digits and probably use the period to separate thousands, millions, billions, etc. Is it possible that the software is being confused and thinking that "1.124" means "one thousand one hundred twenty four" instead of "1 point 124"?

It doesn't seem like this should be the case since anything over 4 isn't allowed so even "1.000" for "one thousand" wouldn't be valid. For that matter, the , vs. . setting should be global throughout all Windows applications on your computer so it would be strange for just one program to show it differently.

Just for an experiment, try typing in 1,124 instead of 1.124 and see what happens.

Good attention, thanks !
I tried to change the period as a comma but unfortunately it did not help, it, of course, lets one to change but it does not stay in it but becomes a period back.

....but then I found the solution !!!

I have now set my Windows Regional Options dialog to English (Finland is a default)
and playback rate works, now I am able to set it manually

For example, in all countries where an "own language"
Finland, Sweden, France, Germany, Spain etc... ad playback rate manually NOT work

But countries where English is spoken
English (Great Britain) English (Trinidad), English (Zimbabwe), English (Karibia) etc...
you can ad playback rate manually....wery strange...hah...hah

This has been a fault also before:
