Playing a single chapter

Although the DVDA3 manual & help explain using set in & out points for trimming an input file it looks to me like I can also play one chapter of a title using set an in & out point and adding the title to the menu for each chapter I want to play. DVDA3, as best I can tell, uses only one mpeg file no matter how may times I add the same title to the menu to add the in & out points. Am I out in left field?

Yes, it will use the MPEG only once. Just make sure you don't alter anything other than in/out for each instance. If you add subtitles to one instance, but not another, it will then use the MPEG file multiple times, resulting in a big increase in the data on your disk.

Yes, and I find the easiest way to accomplish this is to simply add the file one time and let it create a button, then cut and paste the button several times on the page. All you need to do then is rename the text and set the in and out points.
