If you are referring to Vegas's plugins, and not additional third party ones, then try a "Factory reset"

There are 4 lens flares that are not there. Are these included in Vegas 18?

3rd party plug ins. Lost them after restoring default settings. They have been reinstalled. Thank you for the response.
