My guess is that he's looking for a .veg that pops these factoids on the screen in sort of a fast rubber ballooning style, but it slightly overexpands and then settles in in a quick decaying oscillation.

The last time i watched VH-1 was probably over 15 years ago, so i'm not sure if i know exactly what you're asking for. But, try this and see if it's close.
