Possible to add VP19 license - and new PC build suggestions

First - Is it possible to still purchase a VP 19 license? Due to my own stupidity and a kitchen fire earlier this year I am in a temporary living situation and there is no comfortable spot for long term editing so I am rotating between PC on a coffee table/Sofa, Laptop at the kitchen table, and PC connected to our TV in the bedroom sitting on a non adjustable bed.

Okay now to get past the sob story, I will deal with it. Basically I just need a license that could be used on 3 devices without the hassle of constantly deactivating software on each device. I would upgrade to VP 20 but do not find it necessary, unless there is some new massive performance updates I am unaware of. So - yes I am looking for VP19 license specifically.

That being said now for part 2: One of the PCs has some serious smoke damage and is still filled with soot. The electronics cleaning company could not thoroughly clean it and was recently approved to be a non-restore item. It still kind of works, but freezes after about 30 minutes and assuming it has to do with cooling, but the restoration company also stated that soot is very acidic and can really wreak havoc on electronic parts over time. But in any case they are giving me a fair price for a full rebuild.

With new options out there from AMD and Intel (next week), which seems to be the best performing platform for the newest versions of Vegas pro? Currently my main 2 PCs have a Ryzen 3900x and i7-5960x. The i7-5960x is the one slated to be replaced.

Then for GPU - my main PC (not the destroyed) has an RTX-3090 and am still not 100% thrilled with its VP performance. It's a great space heater though. I just feel like the GPU will be a never ending battle.

So... what seems to be the current leader this time around for GPUs? AMD or nVidia? I know the newest nVidia cards will be released next week. RDNA3 cards to be announced soon. I can wait for the dust to completely settle after these cards are all released as I do have a 3060 as a backup until I really need to change it out.

There really is not a budget limit I am trying to stay under here, so sky is the limit for the most part. I have loosely priced out both options even all decked out should stay within the value they are giving me from the bad PC, and am not afraid to put a little of my own funds into it either if I absolutely had to.

EDIT: Also RAM - is more always better or is there a cap in VP? I can put 128GB in this new PC. Both of the others I mentioned are 64GB.

Check your inbox or spam for a mail from VEGAS19 , from sep28 or so, in that mail was an offer for a $60 deal for VP19. the original deal was up to OCT4 but it is extended till the 11th.

There is the Vegas Benchmarking. HERE are the results so far. AMD VCE are the fastest encoding GPU's listed.

I'd wait and see how things go with the new releases of Nvidia and AMD. As for Intel, TECHGAGE tested their models with VP19 HERE.

The original post with information on this Vegas Benchmark testing can be read HERE.

I checked my normal email and spam boxes, unfortunately I do not see this offer. My spam does go back quite a bit further than Sep 28. I would definitely hop on that deal though. Is it something you can pass along? I would assume I would have to be able to log into my account to actually use it.

Thanks, that sheet looks to be showcasing render times. I do not see any glaring differences between the higher end systems. How about for actual playback within Vegas while editing? Hopefully looking for someday to be able to edit without having to use Proxies that make me think my footage is out of focus, or wanting to smash my keyboard on my monitor due to instability.
