are all those orange markers supposed to be there? Right click on them too delete them if not. then click the + on the right side of the timeline, near the vertical scroll bar, to expand the tracks, until you can see your thumbnails. Then right click on an event on the timeline, select envelopes>velocity. Adjust that rubber band to the speed you want.
