Audio will always preserve pitch in these circumstances. The pref you are selecting is related to importing media with metadata embedded.
Right click the event/properties/TimeStretch-PitchShift/set to Classic, and a new dialog opens up. Set to taste, and move ahead.

EDIT: Well the stretch function works fine but as I recall when I added a velocity envelope to the video before, the audio would follow it .....or maybe I'm crazy
.If I am crazy, is there a way to get the audio to follow the video velocity envelope?

Velocity envelopes have never applied to audio.
