Preview Frame Rate question

For straight cuts, DV footage when I click on the timeline and hit play I get 29.97fps no stuttering. While it is playing, and I click further down the timeline the frame rate drops to ~.2fps and then within 1-2 seconds it jumps back to 29.97fps and continues with no stuttering. Is this 1-2 second delay to reach full frame rate normal? On another note is it OK end processes for svchost.exe when editing in Vegas assuming no other applications are open?

Normal behaviour.
Don't know about svchost.exe, sorry. That question has crossed my mind too as at times I find lots of instances of it running.

According to Microsoft Svchost.exe is a program that handles execution of DLLs. There are multiple instances so that the execution of them can be grouped for easier debugging. Each Svchost.exe will run a related group of DLLs.

It's best to leave them alone unless one starts eating up *most* of the CPU or memory. In that case it's a rouge DLL that's causing the problem, not Svchost.exe, but killing Svchost.exe will stop that DLL and probably a few others as well.
