Preview looks good but VCD is pixelated

Preview looks good but VCD is pixelated. Everything looks great until I make a VCD. I have tried to make into a mpeg then use pal and ntsc but nothing helps.

Keep in mind that the resolution of VCD is only 352x240. Also the low bitrates of the VCD standard result in some blockiness. It's not going to look great ... just acceptable in some situations.
