preview speed

Guys,
I'm on v7e with a e6600 4 gb xp home pc
and I have a question.

I have a mpg file that I dropped into my working space just to fool around and found that the preview (set to preview auto) does 29.9 until transitions and animation (pictures that are keyframed on a turn).

I thought because the video was flattened that transitions would not slow down the pc but when it comes to a video crossfade (dissolve a/b) it seems to slow down?

Why is this?

I can understand if in the project the pc has different video clips that it's affecting however in a flattened video I would think there is NO DIFFERENCE between the first frame of the video and any other frame.

Can anyone help?

A really generic answer would be that anytime the screen changes or has high motion the the program must recalculate the frames that were once repeating. When you get into MPEG it boils down to your I or B frames. If your framing a shot from a steady tripod and suddenly a car drives through the car causes the computer to slow because it is flagging to check and see what other frames changed that were not changing before. Generic but hopefully sufficient.
