You should be able to see it in preview window. Make shure that preview window is working. You do not need to render to see the applay effects.
In v3 there was option to turn on or off preview window. In v4 I have set for "best auto".

Also the best way (really the only way) to view the preview window in on an external monitor (can be a high priced NTSC monitor or even a cheap little regular TV) Many threads have discussed the why part if you don't know. That of course assumes your finished product will at some point be viewed off a TV either from a connected camera or burning a DVD and you live in the part of the world that uses the NTSC standard... like the USA and I think its Japan. Everyone else don't if I remember correctly.

Make sure that you are at a point in the timeline effected by the effect or processing you are doing and it should instantly appear in the preview window. If you want, you can set split screen mode and see the effect of your change on half (you select which half)) or the screen to make comparison, or you can scrub to see changes in the effect or processing, or you can play it to see it in realtime. That's what I like about Vegas, instant preview, no need to render unless you get so many effects stacked up (more than I would want to use), and then you can do a RAM preview for quick render. Also Vegas is the only editing program I have used that provides real time preview on your external monitor.
