when printing a 23.97 rendered file to tape...do I use a 23.97 timeline...or a 29.97 timeline...and in the print to tape settings..do i set it at 23.97..or 29.97.....the video is a television commercial...

The only format you can print to DV tape is 60i (or 50i, but I assume this isn't PAL you're talking about). You have to print to tape at 29.97. There's no other way to do it.
That's why there's pulldown -- pulldown lets you put 24 fps material into a 60i stream. Otherwise, you wouldn't be able to watch it on a TV.
When you print to tape, you have the option of printing with either 2:3 or 2:3:3:2 pulldown.
What are you intending to do with the tape? If you're intending for someone to watch it, or if you're intending someone to capture it and edit on a 60i timeline, then use 2:3 pulldown. If you're intending for someone to capture and edit in 24p, then use 2:3:3:2 pulldown.
Using pulldown, you will not lose any of the look or feel of 24p.
