All the folders.. or just the VSTs;

If it is just the VST plug-ins that are missing, go to "Options> Preferences> VST Effects" and add the VST <.dll> files folder location(s) the VST default and alternate entries.

Many plug-ins by default are installed to the "Program Files> Steinberg> VST" folder (check Program files (x86) as well) . There may be other VST folders in both Program files folders too.

Thanks, but it's all the audio effects. Not just VST. I see the folder names in the Preferences, but they are empty.

I added every possible folder that has dll's, restarted the pc and nothing. Still empty. I can edit the audio portion separately using REAPER, but prefer not to.

Try resetting VP Hold down the CTRL + SHIFT keys at the same time and click the executable file <.exe> or a shortcut to start VP. A pop-up option asks, "Do you want to reset all Vegas Pro preferences to default values?" and "Delete all Cached Application Data?" Yes/OK and this will restore VP to the Factory Default Settings.

If that does not fix it, uninstall VP with a third-party uninstaller which also cleans leftover garbage, then re-install. Revo Uninstall app (free or pro version) always works good for me.

In either case, back up and/or write down the layouts and customization settings to make it a little easier to restore
