problem exporting AVI from Vegas into Premiere: Need help

My video is reduced to about 2/3 screen size: It's ontop of some adds displaying on the bottom of the screen. The footage renders fine and imports into Premiere fine. But, when it's played from Premiere, all the video is jerky! It looks like an interlace problem, but all my footage is lower field first, and is being rendered lower field first. If I enable "reduce interlace flicker" it goes away a little, but it STILL is jerky sometimes.

Premiere has a Matrox RT2500 card that I am using to put the video onto tape. The video is captured in Premiere using the Matrox DVCPro codec and rendered from Vegas with the same codec. The video/audio is rendered into seperate files as Matrox says to do.

The ONLY thing I can think of is that I scalled the video down to an odd size that has some upper field lines removed and some lower field lines removed, but not all of one or the other.

someone got any other things i could try to fix it?
