Problem with Snapping

I appear to have a problem with snapping. I can not enable or disable snapping. I have gone to the Options dropdown menu and attempted to click on "Enable Snapping" Nothing happens.
I used to be able to highlight a region and drag it left or right and only the region would move . . . now, when I attempt to highlight and drag a region, all of the regions to the left (or right) move.
Example: I want to nudge a snare hit right by 4 or 5 pixels. After I split the snare hit, I drag it (or Num keypad 6) to move it. Every region to the right moves down 4 or 5 pixels. That's not right!
Have I accidently enabled snapping and don't see it?

Thanks for your help

Turn Ripple Edit off. Ripple edit does exactly that, it keeps everything in relation to each other after edits.

Also, not related to this, turn off Quantize to frames if it's on.

Thank you, That did it. I must have clicked on the button in the task bar one time, and left it on. I was unable to turn it off in the Options menu.
