This is probably the most often experieced problem in video. You need to describe your setup and the steps you took in more detail in order for anyone to be able to help. For example, what are the specs of your computer, what TV capture card are you using, what are the cable connections you use, what software are you using to edit an mpg file, is the audio out of sync immediately or does it drift over time, how are you making movie to hard drive, etc.

It's not always a good idea to edit mpg directly. It's best to edit an avi file and not an mpg file for lots of reasons. Most software handles avi files better.

I would suggest you go to http://www.dvdrhelp.com/forum/ and search for "audio and video sync". You'll probably get more hits than you can possibly read but you may find someone there who has had similar problems.
Also, there are all kinds of guides for all kinds of hardware and software that can walk you through some of these things. It's a good idea to spend some time on this site if you're serious about making DVDs.
