Program Help

I am in search of a program that allows me to take a captured vegas video and paint on eachs frame, much like paint. Do you know of any program that will allow me to do this?

One of Marquat's preset has a nice paint, but it depend of your footage.

You can also do it in PhotoShop. Do a search here in the forum "Export image sequence photoshop" or something similar.
