These control the audio playback settings for your project. It depends on what you want to use. They are independent of any final rendering you will do.

The largest impact will depend on whether you are recording audio in Vegas. Both of these settings require that your audio hardware and its drivers are capable of supporting the sample rate and bit depth you define here.

44.1 kHz @ 16 bit is CD Audio. Everything else is really based upon your particular needs and application.

In general, unless you plan on recording audio, you can just leave these settings alone. If the audio you are importing/using in Vegas is a different sample rate, then you may want to change the project sample rate to match as Vegas must convert from the media sample rate to the project sample rate on the fly. This will take CPU cycles to do. It really depends on your project and its media content.
