The ISO is an image file. It's not the actual BluRay disc files.

Have you tried burning a BluRay disc from it (not just copying it to a disc)?

Mount the ISO file with say Virtual Clone Drive and check the size with Windows Explorer.

What are the actual bytes? (Don't get confused between Gibibytes and Gigabytes!)

Yes, tried burning anyway, but neither DVDA or Imageburn would burn it. I just re-rendered to fix it in the end.
