No, you should put tone at -20db on the DV tape, and tell them that it is at the ATSC spec. http://www.atsc.org for more information.

Vegas5 puts out a -20dB tone when you print to tape, if you tell it to.

I've been using the output meter of the master to get the levels of my sound to around 0dB (according to the meters). A few days ago I posted a related question, and somebody recommended that I make the 1kHz tone level match my audio. However, you are recommending that I leave the tone alone, at -20dB below my program audio. Is this correct?

Your program peak in Vegas should be around -.03 db, but anywhere in the -3 dB to -.02dB is fine. This gives you a little play in the transfer. We use WAVES or Ozone to max our levels, set to -.-3dBFS
