I'm confused by your phrasing, do you want the DVD in desktop publishing form or is that what your daughters achievments are in?

What I need is a program that will present the information as in a book but with the capacity to present video pieces as well. This will be on DVD that can played with a DVD player (hopefully).
I know that it could be done with Vegas but I was wondering if their was a program that woul give me more a desktop publishing end product.

The problem with this is the difference in resolution between video and the printed page. You're perhaps best doing it all in Vegas and DVDA.
You could have a menu that appears to be a page in a book with say a static image that's actually a link, problem is though STB DVD players have pretty clunky navigation.

You could use any DTP software to lay our the page so long as you're aware of the limited page size, then you could print the page as a image file and bring that into Vegas.

Opus Pro is meant to mix and author Text and Video in a DVD format.
