Pulsating Blur Effect

I am not endorsing this short film, but stumbled upon it on Halloween. But I'd be lying if I said I didn't enjoy some of the practical effects in this.

Any way, at the 2:38 mark there is a shot of the amplifier and it appears to be some kind of pulsating blur effect. Does anyone think that effect is possible in Vegas?

When I find effects that I like, I'm trying to catalog how they were created and I'd like to create as many as possible within Vegas itself, if that's possible.

To me, it looks like a 'shake' FX has been applied (e.g. NewBlueFX's 'earthquake') with something like motion blur added.
