If you don't have motion blur inserted, it won't affect render times at all.
If you do haev motion blur inserted on the master video bus, engage this to not only prevent that track from receiving blur, but it may speed renders slightly, depending on the information in the track.
If you need the bypass, you'll almost immediately know it.
