have some race footage where the audio is supposed to be through walkie talkies, driver and crewchief communication, well the batteries were dead on the radios and the producer decided the voices could be fixed in post, well I am post and dont have a clue. Any way to get a radio sound short of playing back and recording through a radio ?

You're tring to simulate sound from crappy speakers. One of the first things to do would be to play with the EQ to cut low-range sounds dramatically. (Little speakers don't tend to carry bass well)

You may also want to introduce something like a gate so that the sound does a little clipping of the quieter parts, and you may want to get a sound effect (or record one) of a 'pop' to include when the voices start or stop (to simulate automatic gain control getting overloaded)
