I can't actually find a definitive answer but here goes;

I have a video of a conference film on PAL DV tape and edited in PAL for distribution in the UK. One of the speakers is from USA and would like a copyon DVD. Is this a simple case of settingthe render options to NTSC or do I have to change the projects options to NTSC and reedit first?

Simply rendering with the NTSC DVD template will give you a usable output and it may be pretty good. It will involve resampling and resizing every frame, so expect the render to take a lot longer! If you have any fine editing rapid, frame accurate stuff, you may need to change project properties and reedit those sections to get them smooth again. Considering your subject material, this probably won't be a problem.

Or use a product like Canopus Procoder that has a built in specific PAL>NTSC converter.

I have edited several projects in 625 and outputted to both 625 & 525. Keep the project properties and the media properties the same as the source material and just set the output render to the desired result. I found adjusting the smoothing parameters and filtering could enhance or degrade the output. Requires experimentation with short samples of the actual material. Text and captions were the most difficult if already burnt in to the source video. Anyway the final results were well accepted though the 625 master was always sharper and without movement artifacts as you would expect. Regards John I.
