How about removing the vocal track altogether, and having the people do an overdub? If you could get a long enough section of just the wind and edit that into a loop, you could then insert that along with the overdub(at a reduced volume of course) and the overdub wouldn't be as obvious.

Might be a long shot, but if it was a stereo track, try inverting the phase on one track. Might cancel some wind, but it might cancel the voice as well.

If you ran your audio in a media player that shows the volume at different frequencies(ie:Winamp), you could then try to lower the frequencies that are associated with the wind. You'd also see the frequencies associated with the voices, so you could increase those.
Forgive me if this is too basic. I'm just a hobbyist, but I'm trying to help. :)

SoFo's Noise Reduction package is designed just for such situations -- but it's kind of expensive.
Also, depending on what frequencies are present in the wind-sound, you might lose some (or all?) of your vocals as well.
If you can send me a WAV file selection from your soundtrack, I can try running it through Noise Reduction, to see what kind of results there would be; no point you investing in it if it won't get the result you need. If you want to do that, get a selection that includes at least a couple of seconds of ONLY the wind sound; otherwise Noise Reduction won't be of much help. Also, make the selection short enough that the WAV file is under 2Megabytes, or else my e-mail provider won't pass it through to me.
