You can use Procoder from canopus. It is a near realtime encoder that is a stand alone software solution for encoding. I think it'e around 700.00 though.

I think there's a couple of hardware devices, external to the PC, that do realtime MPEG2 encoding. Check the Dazzle site for one of them.
I suppose you could act like you're printing to tape, and then if one of these hardware encoders has a firewire port, just connect the device. But.. I suppose the device needs to be connected to a drive or something to store the resultant MPEG2 file..... not sure what you're options might be...
