All home made DVDs are region free by default so you don't thave to worry about it.

maybe region free is not the term i'm looking for. I want to know if it's possible to create a dvd that can be both pal and ntsc simultaniousely.?

Sorry, no. However, most european players and/or TV's will play a NTSC DVD, while most US players won't play a PAL DVD.

It's very easy with Vegas to render out a PAL disc from an NTSC project or vice-versa.
