remove flicker from stripes?

I have a picture (JPEG) on my timeline and within the picture is a man wearing a striped shirt.....It flickers drastically on my external monitor and i'm wondering if there is a fix for this???
I've already tried "reduce interlace flicker" and although it might
help, it in effect, causes another problem = image get's too blured...
So, if not this technique, what else is there?
any ideas?

Blur the shirt only?

Do this.
Duplicate the event to an upper track. Add the Gaussian Blur FX to the event on the upper track. Set horizontal to 0.000 and vertical to between 0.001 and 0.003 as needed to stop the flicker. If the amount of blur is too much to tolerate then add a mask to the upper track to cut away all but the problem area.
