Remove white fringe?

I have frequently noticed, especially when viewing older video footage that the subjects often have a light fringe surrounding them. What is the cause of this & is there any way to remove or reduce it using Vegas?

It could be a number of things. Could you post a frame grab somewhere to show an example of the fringe of which you speak?

I have no place where to post a grabbed frame too. I have never seen a frame posted on this web site.
