to "rs170a": I agree that it is too many conversions, and yeas of course I have DVD Architect as part of bought package. Finaly i burned DVD disk (including optimizing video to fit on disc).
But it is more question: where is hidden the problem?! I rendered mp4 file (AVC) which could be easily played by e.g. VLC player. But friend of mine to whom i gave that file has no Vegas but Power Director 12! And he wants to burn it on DVD... When it was burned he realized that output video on DVD is not smooth!
So he asked me what i have done wrong while rendering that it is not working?!
Then i checked bit rate (12 Mbps) and Standard (NTSC).
Then i thought it could help me if i compare some other mp4 file from my friend which was not making trouble in PowerDirector. So I open it in (Format Factory) and
bit rate: 16 Mbps
Standard: no info.
if I look via "MediaInfo" on my file:
Inform: English, 12,0 Mbps, 1920*1080 (16:9), at 25,000 fps, AVC (NTSC) (Main@L4) (CABAC / 3 Ref Frames)
on "compared" file:
Inform: English, 15,5 Mbps, 1920*1080 (16:9), at 25,000 fps, AVC (High@L4) (CABAC / 2 Ref Frames)
PavelFish, there are definitely reasons why it's not smooth.
First of all, with the exception of 24p, a DVD is meant for interlaced video and you're giving it progressive video. The conversion from your original video to your render to whatever Format Factory kicked out for DVD definitely messed things up.
The other issue is bit rate but I'm hoping that the converter took care of that for you. A DVD is limited to a total bit rate of (as I recall) 9.8 Mbps. Anything over this limit will cause all kinds of problems.
Since you have DVD Architect, the better option is to give him a DVD or the files (VIDEO_TS & AUDIO_TS) that you can create in DVD Architect.

So which template you suggest me in mode "Render as"? for my purposes if imported video files are shooted 25fps 1920x1080 (HD)
Btw. Format Factory did NOT messed things up at all ! because only purpose of using that sw was the same one as using "Media info", just for showing properties (bit rate, codec, etc.) Do once agin not converting job at all. Bug has to happened in Sony Vegas Pro.
My question is: How is possible that i render my project as... (PAL), and output source is (NTSC)?!!!
And which template i should customize for my purpose to get best quality possible:
1/ file for PC, Internet, iPad,... using PEN DRIVE device for sharing
2/ create DVD by third person which might not have DVD Architect (He has PowerDirector and to create Disk by that software!)

Consider yourself lucky then. Most folks on here will say that you should (not "must" but should) shoot interlaced if you're final delivery is meant for DVD. Having said that, I've done what you do but always do another timeline render from Vegas specifically meant for DVD burning.

I can't explain that one and can't think of a reason why MediaInfo would say that it's NTSC instead of PAL. I just tried rendering out a short video (I'm in NTSC land) in PAL mode and it still said NTSC. All that really matters is that it's 25 fps and not 24 or 29.97.
And which template i should customize for my purpose to get best quality possible:
For #1, use whatever template you like. These days I post a lot of my work to YouTube and Facebook so I render using a customized InternetHD template as I shoot in 24p (23.976).
For #2, I never give the files to someone else to make a DVD as I have no idea what software they have or if they know how to get the best quality DVD. I render from the original timeline but this time to AC-3 for my audio and MPEG-2 for my video. Anything less than 70 min. gets rendered using a custom CBR template of 8,000,000. Anything longer and I do a 2-pass render using the settings that I get from my favourite bitrate calculator. It's been discussed on here numerous times.
Remember that "NTSC" and "PAL" really only refer to SD (standard definition) formats. When you see those terms in HD templates they mean ONLY 29.97 vs. 25 frames per second. No other factors of "NTSC" or "PAL" apply or have any meaning at all.
So, the only thing that matters to Pavel is that the file is 25fps. Regardless of what "standard" any media properties show, if it's 25fps then it's "PAL-enough", even if it does say the standard (whatever that means) is "NTSC". End of story.

Are you trying to make a DVD or a Bluray? The template you are using is for Progressive Internet Downloads High Definition.. You should use the DVD template or Bluray template.

I dunno. I'm confused. In your original post "NTSC" vs. "PAL" was exactly the problem you mentioned. But since the frame rate is what matters and the frame rate is the correct value you wanted, is there even a problem?
Well, I was just confirming your opinion that what matters is frame rate, no matter what MediaInfo says about Standard (PAL or NTSC).
1st:
PROBLEM/issue is, that regardless of my video STANDARD setting "PAL",... output is "NTSC"!!! I don't understand!!! Do you think it is VEGAS PRO BUG !? (btw. OldSmoke reffered the same above in this thread.)
2nd:

So, yes there is still problem. I don't know what i did wrong but previously (few months ago) created MP4 file-s were used in different software (PowerDirector 12) and as well DVDs were created without any remarkable signs of bugs!!!
So my point is what i COULD did wrong this time?
Only thing I have discovered were missing info (below) in reffered project:
"Format_Settings_GOP"
In last project which ended on DVD whithout bugs were this info:
Format_Settings_GOP: M=4, N=15
However there was one MP4 file in the past which has exactly same Mediainfo (without any exception: no Format_Settings_GOP info) and it was working pretty smooth without any issues...
So question is still the same which TEMPLATE (exactly, certain settings) I should create for next edit in different sw (PowerDirector 12, or Bogart Casablanca machine).
OR there is last possibility something is wrong on the other side of whole process... Person which were trying to create DVD disc might do some mistake while setting... But he swear everything was in the exactly same settings as previously burned DVDs!
1) Possible. No one cares much about "standard" setting when you play file in VLC or upload it to internet. It might be Power Director issue as well.
2) Vegas users are supposed to use DVD Architect templates of Sony AVC for DVD/BR files. It's intended by Sony and works for most users. You have to render sound separately in this case, but it's intended as well, since DVD/BR can have multiple sound tracks and Vegas does not normally export many sound tracks in 1 file.
