I've found this a trial & error process. Don't know the details of your source (webcam) capture, but here's a place to start:

Render Settings:
Encoder: MainConcept AVC/AAC
WxH: 640x480
Field Order: None (Progressive Scan)
Constant Bit Rate: 2,000,000

Play with the bitrate balancing size of file versus quality of video.
